The final phase of Sanibel’s comprehensive coastal recovery following Hurricane Ian is preparing to break ground this fall. Funded through a grant from the Florida Department of Environmental Protection (FDEP) as part of the Hurricanes Ian and Nicole Recovery Plan for Florida’s Beach and Dune System, the City of Sanibel is launching an island-wide dune vegetation initiative designed to stabilize sand, prevent beach erosion, and enhance natural storm defenses.
To plant native vegetation across privately held beachfront parcels, the City is requesting that all Gulf-front owners submit a voluntary, one-time Sanibel Dune Planting Project Temporary Easement 2026 form by October 31, 2026.

Why a Temporary Easement Is Required
On barrier islands throughout Florida, private Gulf-front property boundaries generally extend across the dry sandy beach and dune system out to the mean high-water line (MHWL). Because the restoration takes place directly on private land seaward of homes and condominiums, municipal crews and environmental contractors cannot legally enter or install plantings without formal landowner consent.
KEY EASEMENT PARAMETERS
[ VOLUNTARY ACCESS ] ──► Grants temporary entry exclusively for planting & monitoring.
[ NOT PERMANENT ] ──► Terminates automatically upon completion of the project.
[ RESTRICTED SCOPE ] ──► Does NOT grant general public beach access across private dunes.
[ NO COST TO OWNER ] ──► 100% funded through the FDEP Post-Storm Recovery Grant.
Important Date Correction: Physical mailers recently sent to beachfront owners via the U.S. Postal Service contained a typographical printing error listing an October 1, 2026 return date. The official corrected submission deadline is Saturday, October 31, 2026.
Planting Scope & Native Species Selection
Beginning in early November 2026—immediately following the close of official sea turtle nesting season—contractors will plant a 15-foot-wide strip along the Gulfward edge of the existing dune line. All planting operations are scheduled for completion no later than February 14, 2027.

[ BITTER PANIC GRASS (Panicum amarum) ]──► High salt tolerance; stabilizes shifting foredunes

City biologists and environmental specialists will install low-profile species selected to preserve Gulf views while knitting root networks deep into the sand to trap wind-blown grains.

Custom Pathway Alignment: City staff is available to meet owners directly on-site to review site plans, discuss personalized access pathways, and adjust planting boundaries around private footpaths.

Request an On-Site Meeting: Homeowners can schedule a site consultation by submitting an online request via the City of Sanibel Natural Resources Department or emailing Project Manager Joel Caouette directly at joel.caouette@mysanibel.com.
Note on Non-Participation: If an executed, notarized easement is not received by October 31, 2026, the City will bypass the parcel, and that section of the private dune system will not be planted or enhanced under this state-funded initiative.

To ensure your parcel is included in the planting schedule, the entire 3-page document must be completed, signed before a licensed notary public, and returned through one of the following methods:
